Drew, whose current responsibilities include adult social care and housing, will take up his post on 1 January 2009.
His previous role was as the east London council's chief children and families' officer, and while in that job he established the borough's youth offending team.
Drew said he had been involved in the delivery and development of youth justice services for over 30 years, from the time he started as a social worker in Lancashire.
